Derfor rammes "Særligt udsatte børn, unge og familier" meget hårdt af serviceloftet

En af de ting der er allermest alarmerende i vores økonomisk knæsatte forvaltning, er den manglende evne til at sikre særligt udsatte børn, unge og familier tidlig, effektiv, helhedsorienteret og langsigtet indsats, hjælp og støtte. Det er ellers lovens krav og tydelige formål, at det er hvad kommunerne skal gøre, men på grund af serviceloftet melder mange kommuner nu ud, at de ikke kan løse opgaven indenfor det meget stramme budget der følger med i regeringens benhårde rammestyring af såvel økonomi som opgaver i kommunerne.
Som sagt rammes de særligt udsatte børn og unge særligt hårdt idet kommunerne melder ud at de ikke har råd til eller mulighed for (serviceloftet) at foranstalte mere økonomitunge og invasive tiltag, som f.eks anbringelse udenfor hjemmet, døgnbehandling af hele familier, intensiv familieterapi i kommunale familiehuse osv. Det er et stort problem.
Anbringelsesreformens sigte var oprindeligt at nedbringe antallet af anbringelser og højne det forebyggende, tidlige arbejde. Kommunerne havde da anbringelsesreformen kom, siden Servicelovens indførelse i 1998 haft svært ved at løse opgaven effektivt, blandt andet på grund af tiltagende besparelser og manglende helhedsorienterede og langsigtede løsninger i anbringelsesregi. En del tunge sager er derfor, som det var meningen, søgt løst gennem alt for for ineffektive foranstaltninger (blandt andet fordi der som følge af nedlæggelsen af amterne, mangler central tilgængelig ekspertise at gå til i tunge sager) hvilket i mange tilfælde tilmed kun har øget til komplekset af problematikker og barrierer hos såvel børn som forældre.
De særligt udsatte børn, unge og familier er i meget høj grad fattige og generelt ressourcesvage hvad angår kompetencer og ressourcer - de er med andre ord på kanten af samfundet. Også denne side af problemet er vokset massivt, idet 300 timers reglen og starthjælpen sender et eksplosivt stigende antal svært belastede borgere og indvandrere ud i fattigdom og en udsigtsløs fremtid. Dette medfører desværre ofte at særligt udsatte og ressourcesvage borgere ender i en nedadgående spiral af depression, familieproblemer, flytninger, skilsmisse, mistrivsel, kriminalitet, misbrug, overgreb og det der er værre. Herudover har en meget overvejende del af de fattige og udsatte indvandrere massive problemer med integration, posttraumatisk stress og en mangfoldighed af transkulturelle udfordringer.
At dette påvirker familiernes børn og unge er jo åbenlyst, og ikke nok med det så står mange af disse allerhårdest ramte børn også med et fundementalt grundproblem - nemlig deres forældres manglende forældrekompetencer i forhold til at være kompetente, kærlige, vedholdende og opdragende som en stabil og tryg rød tråd i børnenes socialisering med og tilpasning til, omverden - med andre ord magter mange af disse forældre ikke at være en adækvat rollemodel, tværtimod tilfører de deres børn og unge skader i mindre og større omfang, alt efter problemkompleksets tyngde.
Disse særligt udsatte børn og unge har akut behov for og krav på at samfundet sikrer dem en adækvat, tryg og helhedsorienteret omsorg såfremt deres forældre ikke magter det, men det har kommunerne som står med opgaven, som sagt pt ikke råd til eller mulighed for. I skoler og institutioner som også varetager en del af vores børn og unges hverdag, er der ligeledes en himmelråbende mangel på ressourcer og facilliteter, og ikke nok med det, så har besparelser og nedskæringer fjernet stort set alt forebyggende arbejde, som kunne opfange og indberette problemer som samfundet bør gå ind i, for at sikre særligt udsatte børn og unges tarv, udvikling og trivsel, både aktuelt og på sigt.
I følge FN's børnekonvention som vi her i Danmark stolt ratificerede i 1991, så har børn krav på denne beskyttelse og varetagelse af deres tarv, udvikling og trivsel, og overholder Danmark ikke dette, kan FN kritisere Danmark og påpege at der er et problem som SKAL løses, såfremt Danmark ikke ønsker fortsat med fuldt overlæg at udsætte børn og unge for omsorgssvigt og det der er værre. En international kritik vil rette verdens øjne på Danmark og dansk børnepolitik, og er for mig at se næste skridt der skal arbejdes henimod at få skabt, af børnevenlige politikere og enkeltpersoner her i landet som ikke kan få ørenlyd og omtanke nok fra regeringen, til ad den parlementariske realpolitiske vej, at sikre de særligt udsatte børn og unges trivsel, udvikling og tarv, både aktuelt og på sigt.
At de særligt udsatte børn og unge skal beskyttes og værnes af samfundet, det kan der ikke være tvivl om - det må aldrig blive et spørgsmål om penge !!!
