Hvad er det vi vil og skal med den offentlige forvaltning ?

I debatten om den økonomisk knæsatte offentlige forvaltning, er der i virkeligheden 2 modsatrettede incitamenter i spil, som gør det overordentligt svært at nå frem til at få en saglig og objektiv debat om den offentlige forvaltnings udfordringer og barrierer her og nu. Det drejer sig om det altoverskyggende Krav - og straf incitament og på den anden side, det Etiske incitament den sociale lovgivning bygger på.
På den ene side er der et krav- og straf incitament i den sociale lovgivning, som går ud på at alle borgere død og pine skal kunne tage sig sammen, forsørge sig selv og få styr på deres problemer Der er indført massive og omfattende krav, frister og begrænsninger, der har til hensigt at virke som en pisk overfor kommunerne (rent økonomisk) og overfor de borgere der har behov for samfundets hjælp og støtte, via den sociale lovgivning. Dette har man gjort fordi man fra politisk hold (VKO) har haft en teori om, at ellers vil kommunerne og borgerne ty til ansvarsforflygtigelse og være ligeglade med at få løst deres problemer. De få borgere som måske førhen havde denne indstilling er nu blevet sat på plads, og det er utroligt mange andre udsatte og socialt ekskluderede borgere i øvrigt ogsåDet er helt konkret blevet sådan at de borgere der henvender sig for at få hjælp, først og fremmest mødes af et massivt og ensidigt krav om at skulle kunne varetage og forsørge sig selv og sine, og det skal helst ske gennem beskæftigelse! Lever de ikke op til de krav de mødes med, udsættes de for straf og sanktioner som kun forværrer deres problemkompleks.
Herudover skal borgerne bevise at de har været udsat for såkaldt sociale begivenheder, at de er uforskyldt ledige, at de ikke har nogle værdier eller andre forsørgelsesmuligheder og at de ligger vandret for at få et arbejde. Borgerne skal ligeledes være villige til at blotte deres personfølsomme oplysninger for forvaltningen, lade sine personlige og private overbevisninger, valg og forhold være genstand for en kritisk vurdering, og helst gerne lade sig opdrage af lovgivningens indbyggede pisk, til at få løst sine problemer, blive rask, finde arbejde, holde op med at være ressourcesvag, fjerne sine barrierer og kort sagt altså tage sig sammen.
Løsningen på de mangespektrede og nuancerede problemer borgerne henvender sig med, er altså i følge den nuværende regering helt enkelt beskæftigelse, samt at borgerne skal påtage sig det ansvar og leve op til de forpligtelser, som de netop har henvendt sig til den offentlige forvaltning med, fordi de ikke magter eller evner dette, uden hjælp og støtte.
Den offentlige forvaltning anno 2008 er desværre ikke et sted man som borgere har lyst til at få behov for at henvende sig, befolkningens tillid til forvaltningen er væk, og det skyldes ikke mindst, at krav og straf incitamentet efterhånden fylder så meget mere end det etiske incitament bag den offentlige forvaltning. Mange familier og borgere tør ikke selv henvende sig til den offentlige forvaltning med deres problemer, før problemerne har forvitret sig og vokset sig uoverskueligt store. Det skyldes ikke mindst frygt for at blive stigmatiseret, udstillet, at få anbragt sine børn, og blive tvunget gennem en psykisk, ressourcemæssig og økonomisk vridemaskine af lovgivning og selvbestaltede skrankepaver, som arbejder under så stort et pres, at det er forståeligt, at de har mistet deres faglige perspektiv og overblik. Den offentlige forvaltning har et meget alvorligt problem,
Det etiske incitament er den grundlæggende ideologi bag hele den sociale lovgivning. Ideologien om, at borgere frit og trygt skal kunne henvende sig til staten og få den hjælp de har brug for, så de så tidligt som muligt kan få løst deres problemer eller få den hjælp og støtte som de har behov for. Det er nemlig selve formålet med den sociale lovgivning, det står direkte at læse i samtlige formålsparagraffer og vejledninger til de enkelte love indenfor det sociale område.
Regeringen må melde ud hvad den mener det er de vil og hvad de mener samfundet skal med den offentlige forvaltning. Vil de lade krav – og straf incitamentet blive det bærende (som det ser ud nu) eller skal den offentlige forvaltning tilbyde det der reelt er formålet, nemlig tidlig, helhedsorienteret konkret og individuel hjælp og støtte til de borgere der har behov for hjælp ?
Hvad er det for en velfærd vi vil have ?
