KL åbner døren for minimalstaten

KL har netop underskrevet en aftale om kommunernes økonomi i 2009 - en aftale som vel selv det mest lalleglade og optimistiske menneske vil have svært ved at finde noget positivt i - en aftale der kort sagt sætter endnu en dynamo i gang i den accelererende proces mod at omdanne vores velfærdssamfund til Venstres ideal om en minimalstat.
Kommunernes økonomi ligger i forvejen underdrejet og er mildest talt inadækvat i forhold til de reelle behov. Så det er meget mærkeligt at KL lader sig overtale nu igen, og resultatet - det kan kun blive øget ulighed, fattigdom og social deroute for marginaliserede og udsatte grupper i samfundet.
Da manglende ressourcer betyder at der ikke er råd til forebyggelse, vedligeholdelse, udvikling og forbedringer - skattestop, service - udgifts - og anlægsloft forhindrer kommunerne i at føre virksomhed, og herudover er det vi kalder for "Den sociale lovgivning" gennem de sidste 7 - 8 år, blevet filtret så grundigt ind i den førte beskæftigelsespolitik, at det har medført at det i dag er stort set umuligt at få hjælp af den offentlige forvaltning, til andet end beskæftigelse og beskæftigelsesfremmende aktiviteter.
Nu er det desværre sådan at beskæftigelse langt fra er det eneste problem borgere henvender sig med, lever med eller støder ind i.
På børn - og ungeområdet har mange af landets kommuner allerede i år meldt ud, at de har store budgetoverskridelser på området, som følge af strukturreformens dønninger. Børn og ungeområdet får dog heldigvis mediemæssig stor bevågenhed, da der her er mange følelser der bringes i kog, men desværre forbliver denne bevågenhed på et overfladisk niveau, hvor tilsyneladende velmenende floskler om at anbringelser er den evigt saliggørende løsning af børne/ familiesager gør det yderst vanskeligt at komme til at snakke om indsatsområdets reelle barrierer og udfordringer.
Faktum er nemlig at anbringelser i langt de fleste tilfælde IKKE løser problemerne - tværtimod. Det er der flere årsager til. Anbringelsesstedernes kvalitet er mildest talt tvivlsom, såvel børn som forældre skades af at blive skilt ad som familie, medmindre der er tale om de meget få absolut ressourcefatttige og meget problemtunge familier - i langt de fleste tilfælde vil et egentlig familiearbejde være den rigtige løsning, men det er dyrt, kræver ressourcer, veluddannet personale og ikke mindst tålmodighed med processen - en anbringelse er både hurtigere og viser resultater her og nu ( Problem : Mor og far mangler forældreevner på nogle områder - Løsning : Barnet fjernes fra hjemmet ")Men desværre standser mange med at tænke allerede her - for Hvad skal de anbringes til., Hvordan vil man hjælpe dem med at få et godt liv i anbringelsestiden - og hvad skal målet være - at straffe børn og forældre - at hjælpe dem - eller ?
Med den nye aftale bliver det ikke længere et spørgsmål om at slukke omsiggribende brande med 1 eller 2 glas vand, men om at lade branden brænde ud, glassene er nemlig tomme nu og kommunerne er som regionerne på vej til helt reelt, blot at være boksebold for regeringens uanstændige socialpolitik !!
KL svigter befolkningen, kommunerne og fremtiden - ingen tvivl om det - for med denne øvelse er døren til minimalstatsdanmark blevet åbnet på vidt gab.

Det er jo desværre situation i mange kommuner i sager om anbringelse af børn.
Det ser for mig ud som om, at Fogh regering ligefrem spekulerer i en vis "produktion" af socialt svage. Hele deres "socialpolitik" fører jo direkte til, at især etniske minoriteter bliver ramt økonomisk. Ja, jeg vil ligefrem kalde starthjælpen for økonomisk apartheid. (94% af de berørte er etniske minoriteter iflg. Amnesty, november 2007).

Det er trist, at der ikke er flere som har øjne for den afvikling Fogh og DF står for rent socialpolitisk.
